WEST SACRAMENTO, CA (MPG) - West Sacramento, a key part of Yolo County, is represented by two supervisors: Supervisor Oscar E. Villegas and Supervisor Mary Vixie Sandy.

Supervisor Villegas has served District 1, representing the majority of West Sacramento and the community of Clarksburg, since 2014.

Supervisor Vixie Sandy was appointed in 2023 and elected in 2024 to represent District 3, which covers Bryte, Broderick, Woodland and the Wild Wings communities.

Together, they are committed to the growth and well-being of West Sacramento and its residents.

Supervisor Oscar E. Villegas

Villegas, a lifelong resident of West Sacramento, has served as Yolo County supervisor for District 1 since 2014. He remains committed to strategic growth, public health, and the preservation of Yolo County’s agricultural and environmental resources.

In recent years, he has focused on enhancing the health care delivery system, supporting a responsive criminal justice system, and working with city partners to provide housing and critical services for individuals experiencing homelessness.

Prior to his tenure as Supervisor, Villegas served on the West Sacramento City Council from 2000 to 2014, a period of significant growth and transformation for the city. His leadership contributed to improvements in housing, retail, infrastructure, recreation and transportation.

Villegas played a key role in the development of Sutter Health Park, home of the Sacramento River Cats and future temporary home of the Oakland A’s. Before his time on the City Council, Villegas was a member and chairman of the West Sacramento Planning Commission, helping shape the city’s general plan and development strategies.

Villegas’ professional career includes service with the State of California in the Department of Alcohol and Drug Programs and the Board of State and Community Corrections. He received gubernatorial appointments from Governors Gray Davis and Arnold Schwarzenegger before being appointed to the Yolo County Board of Supervisors by Governor Jerry Brown in 2014.

The supervisor’s dedication to public service continues through his leadership on regional and statewide committees, including the Delta Stewardship Council; the National Association of Counties Board of Directors; and the California State Association of Counties’ Housing, Land Use, and Transportation Committee.

Supervisor Mary Vixie Sandy

Vixie Sandy was appointed to represent the 3rd district on the Yolo County Board of Supervisors by Governor Gavin Newsom in 2023. In March 2024, she was duly elected to represent the district. At the time of her appointment, Vixie Sandy was the first woman to serve on the Board of Supervisors since 2010 and is the first woman to represent the third district.

Vixie Sandy is deeply committed to improving water conservation and flood mitigation, education, public health and agricultural preservation. One of her top priorities is supporting services to the unhoused and providing healthy working conditions, especially for the 8,000 to 10,000 farm workers who are a critical resource to Yolo County.

She has spent more than 30 years as a policy leader working in higher education and government.  In addition to her work on the Board of Supervisors, Vixie Sandy serves as the executive director of the California Commission on Teacher Credentialing, the nation’s oldest independent standards board for educators. Previous positions she has held have been at the University of California, Davis School of Education; California State University Chancellor’s Office; and the California Department of Education.

She holds a doctorate in education from University of California, Berkeley; a master’s degree in education from University of California, Davis; and a bachelor’s degree in philosophy from Sonoma State University.

In November 2022, Vixie Sandy was recognized nationally for her contributions in advancing accomplished teaching when she was awarded the James A Kelly Award by the National Board for Professional Teaching Standards. She is the 2025 recipient of the American Association of Colleges for Teacher Education’s, David G Imig Award, for distinguished achievement in teacher education.

Vixie Sandy currently serves as the chair of the Yolo Housing Executive Commission to Address Homelessness and is the 2025 Yolo County Board of Supervisors chair.
